What is a retail or leisure need/capacity assessment?

A retail, leisure or hotel need/capacity assessment considers whether there is an identified quantitative or qualitative need for new floorspace, facilities or development within a defined catchment area. These assessments can support planning applications, site appraisals, local plan evidence, town centre strategies and wider development proposals.

The assessment typically considers existing provision, population and expenditure growth, market demand, visitor or customer patterns, committed development and the role of nearby centres. It can help establish whether there is capacity for additional retail, leisure, food and beverage, hotel or other main town centre uses, and whether the proposed scale and location of development is appropriate.

Need and capacity assessments can be tailored to the nature of the proposal and the available evidence. They may be used to support new development, justify the scale of a proposal, identify gaps in existing provision, or inform future planning and investment decisions.

Why is it required?

A need or capacity assessment may be required where a proposal needs to demonstrate that there is sufficient demand for additional retail, leisure, hotel or town centre floorspace. It can also be useful where a site is being promoted for development, where a local authority is preparing evidence for a town centre strategy, or where a client needs to understand the commercial and planning potential of a location.

For retail and town centre uses, need and capacity evidence can help demonstrate whether additional floorspace is justified having regard to existing provision, future growth and the role of nearby centres.
