Retail and Town Centre Studies
What is a town centre study?
A town centre study provides a detailed assessment of the role, function, performance and future potential of a town centre or wider retail area. These studies can be prepared on behalf of local authorities, local communities, landowners, developers, business groups or private sector clients who require a clear understanding of existing conditions and future opportunities.
The study typically considers the mix of uses within a centre, including retail, leisure, food and beverage, offices, community uses, services and vacant units. It may also assess vacancy rates, footfall patterns, commercial activity, accessibility, public realm, development opportunities, regeneration priorities and the relationship between the centre and its wider catchment.
Town centre studies can be used to support local plan evidence, regeneration strategies, investment decisions, planning applications, site promotion, funding bids, neighbourhood plans or wider town centre management initiatives. The aim is to provide a clear, evidence-based picture of how a centre is performing and what interventions may be required to support its long-term vitality and viability.
Town centre studies may consider, in summary, the following:
- The existing role, function and hierarchy of the centre;
- The mix of retail, leisure, office, service, community and residential uses;
- Vacancy rates, unit occupation and changes in floorspace use;
- Retail and commercial floorspace capacity;
- Footfall, accessibility, pedestrian movement and connectivity;
- Public realm, environmental quality and centre appearance;
- Customer, visitor and business perceptions;
- Development sites, regeneration opportunities and investment priorities;
- The impact of competing centres, out-of-centre development and changing consumer behaviour; and
- Planning policy recommendations, strategy options and future interventions.
Why is it required?
Town centres continue to experience significant change, including shifts in shopping habits, growth in online retailing, changing leisure patterns, office market changes, vacancy pressures and the need for greater flexibility in how centres are planned and managed. A town centre study can help identify these issues and provide a clear evidence base for future decisions.
For local authorities, town centre studies can support local plan preparation, retail and leisure evidence, town centre strategies, regeneration frameworks and planning policy recommendations. For local communities, they can help identify issues affecting the centre and support neighbourhood planning, funding bids or community-led regeneration. For private sector clients, they can assist with site appraisals, development strategies, investment decisions and the promotion of suitable town centre or edge-of-centre opportunities.
Mark Alexander Planning prepares focused and proportionate town centre studies tailored to the purpose of the project. Our work can include centre surveys, vacancy analysis, land use audits, floorspace capacity assessments, policy reviews, stakeholder engagement, opportunity mapping and practical recommendations to support the vitality, viability and long-term resilience of town centres.
